SITUATION

Four years after the fall of Saddam Hussein, Iraq remains unstable.

The Coalition's initial victory has given way to a grinding counter-insurgency campaign. Across the country, insurgent groups have exploited the collapse of local security institutions, political infighting, and the absence of effective central authority.

In Washington, politicians continue issuing contradictory guidance to commanders in the field. Objectives change from week to week, while units on the ground are left to deal with the consequences.

North of Baghdad, the situation has deteriorated rapidly.

Insurgent activity along the Sirwan River has increased dramatically over the past several weeks. Several towns and villages along the river have effectively fallen outside coalition control. Patrols have been ambushed, supply routes attacked, and local officials intimidated or assassinated.

Intelligence indicates that the insurgents are using the river valley as a corridor for moving weapons, personnel, and supplies between their strongholds. If left unchecked, their area of influence will continue expanding toward the larger population centers to the south.

INSURGENT FORCES

The enemy consists primarily of irregular insurgent groups operating throughout the Sirwan River valley.

Their exact organization is unknown.

Intelligence suggests that they operate in small, independent cells rather than conventional formations. Fighters are believed to possess a mixture of AK-pattern rifles, PKM machine guns, RPGs, and small arms captured or purchased from local stockpiles.

Enemy strength is unknown.

Known Enemy Tactics

Insurgents have demonstrated a preference for:

• Ambushes from built-up areas
• Small-arms fire from concealed positions
• RPG attacks against Coalition vehicles
• IEDs along frequently traveled roads
• Hit-and-run attacks
• Use of civilian buildings as fighting positions
• Dispersal among the civilian population

The enemy is unlikely to stand and fight conventionally.

Expect them to withdraw, regroup, and attack from another direction.

Do not assume that a town is secure simply because organized resistance has stopped.

MISSION

Warchild-1 will conduct a deliberate clearance operation along the Sirwan River in order to disrupt insurgent activity and establish Coalition control over the designated settlements.

The task force will advance along the river valley, clear each assigned town sector, secure critical infrastructure, and establish defensive positions before continuing north.

The ultimate objective is to prevent the insurgents from using the Sirwan River corridor as a safe haven and supply route.

Primary Objectives

1. Clear the southern approach to the river valley.
2. Clear all designated settlements along the Sirwan River.
3. Destroy or capture identified insurgent weapons and equipment.
4. Secure major road junctions and bridges.
5. Locate and destroy insurgent supply caches.
6. Establish a secure Coalition presence in the area.

Secondary Objectives

• Locate insurgent leadership or command personnel.
• Recover intelligence from enemy positions.
• Identify weapons caches and bomb-making facilities.
• Minimize civilian casualties and unnecessary property damage.
• Protect Coalition vehicles.

RULES OF ENGAGEMENT

The insurgents are operating among the civilian population. An evacuation order has been given but civilian presence is still highly likely.

Positive identification is required before engaging suspected enemy personnel.

Avoid unnecessary damage to civilian homes, religious sites, medical facilities, and infrastructure.

Insurgent fighters may discard weapons and attempt to blend into the civilian population.

Exercise caution around:

• Mosques
• Schools
• Markets
• Crowded streets
• Civilian vehicles
• Abandoned buildings

The presence of civilians does not mean an area is safe.

INTELLIGENCE UPDATE

Approximately 0620 local time, a Coalition patrol reported receiving small-arms fire from the vicinity of a settlement approximately 4 km north of the task force's current position.

Aerial reconnaissance conducted earlier in the morning identified several vehicles moving between the settlement and a suspected insurgent compound farther north.

The vehicles disappeared into the town before reconnaissance assets were forced to withdraw.

No reliable estimate of enemy strength is available.

Local sources claim insurgents have established checkpoints along the main road.

Their credibility is unknown.
